MISSION STATEMENT

The mission of the Richland County TB & Public Health Office is to promote, protect, and improve the health and well-being of all residents through prevention, education, and community partnerships. We are committed to providing accessible public health services, addressing health disparities, and fostering a healthier future for our community.

Richland County TB & Public Health Office Overview

The Richland County TB & Public Health Office traces its origins to the early 20th century, when tuberculosis care in the county was managed through a county-operated TB sanitarium. Over time, these services evolved into a formal TB Care and Treatment Board and have since expanded into the comprehensive public health services provided today.

The Tuberculosis (TB) tax levy currently generates approximately $5,000 annually, which is well below the maximum allowable levy. This funding level has not kept pace with modern public health demands and does not reflect the true cost of essential services, including staffing, disease surveillance systems, outbreak response, and community-based prevention efforts. As a result, the office relies heavily on temporary and restricted grant funding, along with minimal county contributions, creating ongoing concerns about long-term sustainability.

Adequate and stable funding is critical to ensuring a rapid and effective response to communicable disease threats, protecting schools, workplaces, and vulnerable populations, and supporting prevention efforts that reduce long-term healthcare costs. It also allows for continued coordination with key local partners, including healthcare providers, schools, and the county jail.

Despite limited funding, the Richland County TB & Public Health Office has prioritized collaboration with neighboring health departments to ensure essential services are available. For example, the Jasper County Health Department currently provides WIC services and substance use counseling to residents of Richland County.  WIC is a food assistance program for Women, Infants, and Children. This program helps pregnant women, new mothers and young children eat well and stay healthy.

While these partnerships are valuable, we recognize the growing needs within our community and remain committed to expanding local services and improving access to care for the residents of Richland County.
